Family Resource Centers of Quality Designation
This page is a resource to family support and strengthening programs seeking Family Resource Center of Quality (FRC-Q) designation. The Wellness and Primary Prevention Council of the NH legislature is charged with overseeing the designation process.
Chapter 126-M is the legislation establishing the Wellness and Primary Prevention Council (WPPC), with amendments added in 2015 and 2016. The amendment in 2015 expanded the Council’s role to include designation of FRC-Qs with the goal of establishing a sustainable system of Family Resource Centers of Quality across New Hampshire. Chapter 126-M was amended in 2016 to include the definition of the two-generation approach, the addition of substance misuse services and referral, and the responsibility of the WPPC to developing criteria and a selection process for a facilitating organization to administer the system of family resource centers of quality (FRCQ).
Designating family resource centers of quality creates confidence in families, funders and staff of these programs and raise professionalism in the programs and the field. The designation process defines and promotes quality practice. Family Resource Centers of Quality are distinguishable because of the scope and depth of the services they provide, their commitment to the Principles of Family Support and the Strengthening Families Framework, and are not defined by any one or even multiple funding sources.

- Completion of the National Standards of Quality for Family Strengthening and Support Self Assessment and NH Family Resource Center of Quality Operational Standards Self Assessment. This assessment is meant to be accomplished through a team review to determine minimum quality according to the National and New Hampshire Standards.
- Upon determination of minimum quality on all standards, submission of the FRC-Q designation application to the Wellness and Primary Prevention Council.
- Review of application by the WPPC Review Committee, including a site visit to validate the findings of the Center’s self-assessment.
- Recommendation to full WPPC by the Review Committee for designation or referral for technical assistance.
